One could say that Krishna Himself “started” Krishna consciousness. He came to Earth (circa 3200 B.C.) and spoke the Bhagavad-gita—the comprehensive manual for Krishna consciousness.
Krishna came again as Chaitanya Mahaprabhu at the beginning of the fifteenth century to practically demonstrate how to practice Krishna consciousness.
There has also been a line of teachers—acharyas—throughout history preserving and perpetuating the knowledge of Krishna consciousness. Bhaktivedanta Swami Prabhupada.
